Assistant Superintendent, Student Services & Wellness
Meghan Clements De Silva (Division Office - Wpg.)
Meghan began her career in the Winnipeg School Division as a classroom teacher. Her passion for mental wellness and social-emotional learning led her to take on the role of school guidance counsellor. With an interest in leadership, she moved into a vice-principal role and finally moved to WSD's Inclusion Support Services department as a Student Services Consultant. After 16 years with Winnipeg School Division, Meghan joined Frontier School Division in August 2023 to become Assistant Superintendent of Student Services and Wellness to lead Frontier's newest department.
Meghan received her B.A. from the University of Winnipeg, her B.Ed. from the University of Calgary, and a Post-Baccalaureate Diploma in Education (PBDE) in School Counselling from the University of Winnipeg. Meghan recently completed her Master of Counselling Psychology (MACP) at Yorkville University in New Brunswick in the spring of 2025. She is thrilled to be leading the continued work of Frontier School Division's Student Services Coordinator, Student Services Consultants, Jordan's Principle Wellness Coordinator, Mental Wellness Workers, Resource Teachers, School Counsellors, Clinicians and Educational Assistants.
On a personal note, Meghan loves to travel, spend time at her family cabin on Lake Winnipeg, read, listen to podcasts, stay active and enjoy time with family and friends.

Brandee Albert (Area 5 Office - Norway House)
Brandee Albert is the Jordan’s Principle Wellness Coordinator for the division. Her spirit name is Takwakin Pinesiw Maskwa Iskwew of the Kinosew clan, naturally, Kinosew Sipi (Norway House Cree Nation). Brandee holds a Master of Social Work in Indigenous Trauma and Resiliency from the University of Toronto and has worked in various capacities in youth and community development and in the education system in northern Manitoba throughout her career. Brandee strongly believes that culture, traditions, and language strengthens hope, meaning, belonging, and purpose in striving towards goals and dreams within individuals, families, or community settings. Brandee is passionate about making a positive difference in the lives of Indigenous youth, families, and communities.

Jonathan Berrington (Division Office - Wpg.)
Jonathan Berrington is the Clinical Services Coordinator for the division. He has supported Frontier School Division as a school psychologist since 2017. He received a B.Sc. Honours and Masters of School Psychology from the University of Manitoba. He began his FSD journey in Area 2 in Dauphin and then moved to Area 3 in Winnipeg in 2020. Throughout his career in FSD, Jonathan has supported the other three Areas numerous times with various assessments, student and staff support and training opportunities. Jonathan believes in providing access to clinical services for all students and schools.

Katie Torgerson (Division Office, Wpg.)
Katie is the Program Assistant for the Student Services and Wellness Department and works out of the Division office in Winnipeg; where she was born, raised and has been living ever since. Katie joined the Frontier family in December 2023 as the Student Services & Wellness Departments Administrative Secretary and hit the ground running in getting the department established and running efficiently, effectively and collaboratively. Katie brings a wealth of experience, knowledge and ideas to the department which comes from her 6+ years working for the Winnipeg School Division, and 3 years as a multi-unit retail Regional Manager. Katie is passionate about animals, gardening, cooking & baking, making connections with people & using technology to improve work efficiencies. Katie is a strong 2SLGBTQIAS+ ally, mental health advocate and volunteers with various Animal Rescues and Klinic Community Health. You will often find her sharing: her latest learnings and tips & tricks on Microsoft and Adobe programming, her favourite recipes, dog and cat photos, or delivering PD sessions for department staff.
